Primary Role
Reporting to the Regional Manager - Operational Technology, this position is responsible for assisting with (through a team as appropriate) all activities related to the state Supervisory Control and Data Acquisition (SCADA) capital plan and delivery of several SCADA investment projects from inception to completion, the size and importance of which have a significant impact to Company objectives related to Production, Networks, and/or other water resource or operations systems.
Key Accountabilities
- Lead with managing budgets and schedules for all Supervisory Control and Data Acquisition (SCADA) Projects and programs. Assist with managing capital budget and program / procurement.
- Delivery of assigned Capital Projects in accordance with policies and procedures set for in the Capital Investment Management (CIM) system to meet asset needs.
- Driving efficiency into project delivery through the monitoring of delivery metrics (unit costs, target costs vs. actual, etc.) and pursuit of more effective delivery and procurement approaches.
- Asset Owner satisfaction in accordance with the scope of work agreed upon for each project. Interacts with Operations personnel to ensure project delivery program meets operations needs and is coordinated with operations personnel on operational impacts related to project delivery program.
- Interaction with Technical Services function regarding standards and requirements.
- Ensures compliance with established regulatory criteria, specifications and standards.
Knowledge/Skills
- Knowledge of Supervisory Control and Data Acquisition (SCADA) systems, Engineering, Project Management and construction management practices related to planning, design, construction and operations for water resource management facilities, engineering and utility economics and contract administration and construction technology.
- Strong knowledge of P&IDs, control elementary drawings, ISA instrument specifications, and loop diagrams.
- Working knowledge of industrial control system platforms including PLC / DCS / HMI programming / design / configuration.
- Knowledge of process computers and data collection methods. Understanding of PC Networking technology, telemetry methods and historical archiving databases.
- Strong knowledge of project management and application development methodologies and tools.
- Knowledge of business applications, Microsoft Office products and productivity tools (e.g. MS Word, MS Project, Excel, PowerPoint, Lotus Notes).
- Demonstrative knowledge of engineering concepts and their application; water/wastewater equipment and systems operations preferred.
- Working knowledge of electrical, mechanical, and instrumentation process control equipment and systems.
- Demonstrated ability to configure programmable process controllers PLCs / RTUs (Allen – Bradley, Modicon, Rockwell Automation, Siemens, Emerson)
- Demonstrated ability to configure HMI with Iconics, Intellution, or Wonderware.
Experience/Education
- Two-year (2) degree or equivalent preferred. However, significant additional experience and/or certifications or other education and training may be substituted for formal education.

- Maintenance, troubleshooting, calibration, repair and installation of Process Control Systems (SCADA and DCS), configuration and programming of PLCs / RTUs (Allen – Bradley, Modicon, Rockwell Automation, Siemens, Emerson) and HMIs (Iconics, Intellution, Wonderware), control and instrument loops.
- Experience with data communications systems, protocols, wired and wireless network systems, and radio telemetry.
- Experience with OPC, Visual Basic, and SQL applications.
Work Environment
80% Office with occasional work in the field.
Travel Requirements
20% Travel to support business requirements as necessary.
