Primary Role:
The Specialist, Non-Revenue Water is responsible for developing and implementing strategies to reduce non-revenue and unaccounted for water losses across water treatment and water distribution systems. This role involves ensuring structured data collection and measurement of non-revenue water in accordance with company-defined standards, utilizing standardized measurement protocols and systems of record. Through data analysis, this role will identify the most impactful strategies to reduce non-revenue water, across people, process and technology domains, and project manage the deployment and measurement of impact of such strategies.
Key Accountabilities:
- Ensuring the disciplined collection and governance of data inputs to the calculation of non-revenue water and unaccounted for water, in accordance with company-defined standards.
- Act as the lead for overseeing all non-revenue water and unaccounted for water projects and programs within the defined area of responsibility.
- Interact with Engineering, Operations, Contractors, and management personnel to ensure the NRW program meets operational needs.
- Identify potential new solutions (people, process or technology) that could benefit the company’s water loss reduction efforts and support the pilot testing and evaluation of such solutions as appliable.
- Monitor data and provide analysis of operating metrics for management needs.
- Deliver effective analysis of results (plan, forecast, and actuals) and develop, analyze, and consolidate Key Performance Indicator and other dashboard reports.
- Measure and quantify the impact of non-revenue water reduction efforts, delivering quantifiable cost reduction and/or revenue enhancement benefits.
- Act as the primary contact and subject matter expert for questions and support from Operations and Engineering personnel on non-revenue/unaccounted for water issues.
- Provide due diligence support and development of post-close non-revenue water reduction strategies for new water system acquisitions, as requested
- Identify opportunities, prioritize, select/assign, and execute projects to successful completion by working with management and project teams.
- Perform complex data analysis, gather data through multiple technology systems, and develop process controls through analytics and statistical methods.
- Ensure appropriate Safety Management systems are established and implemented for all projects.
Knowledge/Skills:
- Broad knowledge of Water Distribution Systems, Engineering principles related to water distribution systems, water system metering and project management.
- Knowledge of applicable state and federal regulations, company procedures, policies, and operations.
- Good working knowledge of regulatory developments, new technology, and current trends in water distribution and other related water resource management disciplines.
- Excellent written and verbal communication skills (e.g., fluency in report writing and presentations).
- Effective people management skills (e.g., planning, organizing, recruiting, controlling, and leading individual staff and teams).
- Effective interpersonal skills (e.g., persuasion, negotiation, listening, cooperation, tact, diplomacy, problem solving, internal consulting)
- Strong project management skills (e.g. planning, organizing, directing, monitoring and reporting on project activities, managing concurrent projects).
- Leadership presence (e.g., ability to deal effectively and maintain collaborative relationships with Company senior management and other key stakeholders).
- Ability to be both visionary and strategic in thinking, as well as tactical in executing training strategies while anticipating and considering how the business may be impacted by training initiatives.
- Data analysis skills, including operational data management and governance, data modeling, and data analysis.
Experience/Education:
- Bachelor’s degree in engineering, environmental science or related disciplined preferred.
- Equivalent role-related work experience in lieu of a degree will be considered
- 4+ years’ experience with a bachelor’s degree or 10+ years’ experience without a bachelor’s degree within water distribution and/or water production facilities, or equivalent experience.
- Experience in a functional or operational role with a regulated utility or comparable business organization.
Certifications/Licenses:
- Valid Driver’s License
- Water Distribution System Operator license is strongly preferred.
Work Environment:
- Standard indoor office environment.
- While performing the duties of this job, occasionally works in operational or construction environments, near moving mechanical parts and in outside weather conditions and could include a work environment where possible exposure to physical hazards, weather extremes, wet and/or humid conditions and chemicals exist.
- The ability to wear appropriate personal protective equipment is required.
