In September 2008, under the Department of Defense’s Utility Privatization Program, American Water was awarded ownership and a 50-year contract for the operations and maintenance of the water and wastewater distribution and collection systems and treatment facilities at Fort Johnson in Leesville, Louisiana. Our responsibilities include system capital investment, regulatory and environmental compliance, planning, asset recapitalization, and long term operations and maintenance. The potable water distribution system consists of ground water supply, treatment, storage, and piping. There are twelve active wells supplying water through a network of 100 miles of pipe and being stored in 14 elevated and ground tanks with a combined capacity of 7 million gallons. The wastewater collection system includes two wastewater treatment plants with a capacity of 1.4 and 3.8 million gallons per day (MGD) both serviced by 82 miles of pipe. The water and wastewater systems at Fort Johnson serve a population of just under 20,000.

Senior, Construction Project Manager

Posted Range: $70,690 - $102,030
The base salary range represents a good faith salary range for this position. This position is eligible for annual incentive pay and has the opportunity for continued salary growth. If you are hired at American Water your base salary compensation will be determined based on factors such as market, geography, skills, education and/or experience. Primary Role
Oversees Project Administration and field activities related to water and wastewater facility construction projects. Responsible for ensuring high quality construction projects on time and in accordance with design intent while ensuring minimum impact to water and wastewater operations. Possess the ability to represent MSG with Client and subcontractors.
Key Accountabilities
- Routine liaison with Subcontractor Project Managers to co-ordinate and plan site activity including verification of individual project phases and completion in accordance with required specifications and standards. Perform field observation of construction activities.
- Liaising with AW staff, vendor and subcontractors to request new quotations/proposals for services as required by the Client. Write documents to obtain competitive quotes in accordance with company and business unit policies.
- Review of payment requests and work-completed including completing appropriate documentation.
- Review and verification of change order requests from vendors.
- Prepare well documented construction progress documents, attend and actively participate in project meetings, provide value engineering input to designs, and evaluate construction shop drawings.
- Observing subcontractor’s work and ensuring compliance with all safety regulations. Perform and document safety inspections.
- Other duties as assigned.
Knowledge/Skills
- Proficient in MS Office programs including Word, Excel and project scheduling software.
- Strong interpersonal skills.
- Ability to interact with colleagues, direct reports, government agencies, consultants, contractors and the general public with effective skills.
- Good background in management skills.
- Ability to read, understand, help develop and report field progress regarding contractor CPM schedules.
- Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Considerable skill in reading and interpreting construction drawings, plans and specifications, and contract documents; skill in applying material testing procedures.
- Ability to prepare, organize and maintain inspection field and office data, reports and systems.
- Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to understand and use an engineer’s scale. Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
- Ability to effectively communicate complex technical information, orally and in writing in a professional manner to contractors, employees, consultants, and other governmental agency representatives.
- General knowledge of civil engineering principles, practices and methods. Broad knowledge of applicable laws, standards and regulations relating to construction, inspection and safety.
- Considerable knowledge of inspection methods.
- Considerable knowledge and/or understanding of water distribution and wastewater collection systems and their construction maintenance, construction, testing and disinfection.
- Good knowledge of engineering drawings, cut sheets and stake outs
Experience/Education
- An undergraduate degree or equivalent experience
- Minimum 5+ years of prior relevant experience in water distribution and construction of water systems.
Certifications/Licenses
- Must have a valid driver’s license.
- D1/T1 Water distribution or Treatment license are highly preferred; not required.
Work Schedule/Environment
- Monday - Friday, 7:30am-4pm
- 80% field, 20% office.
- In addition to American Water’s pre-employment screenings, this position requires the ability to pass a Department of Defense background check for access to the military installation.
