Primary Role
Manage the environmental, health, and safety program at the MSG and/or CSG location, supporting project operations, maintenance and capital staff. Responsible for ensuring environmental compliance by following all company, state, and federal requirements and regulations. Maintaining all health & safety programs, processes, and procedures at the location to ensure everyone’s safety as well as compliance. Main point of contact (POC) concerning staff, regulators, inspectors, and auditors regarding all EH&S programs, processes, and procedures. Primary trainer regarding all EH&S materials for the location’s staff as well as visitors or contractors.
Key Accountabilities
Environmental:
- Develop and continually improve the company’s overall environmental compliance programs and systems.
- Develop, document, provide training and oversee the implementation of the Company’s Environmental Policies.
- Manage, audit and document each facility’s compliance with the EMP and Load Program, utilization of and execution of the CATF and CMMS, as well as all site Environmental Plans through a team of Environmental Specialists.
- Develop, document, provide training and oversee the implementation of the Plans, Programs and SOPs for facility Operations, Laboratory, Regulatory Reporting and Environmental Compliance.
- Ensure each facility maintains permit compliance records, operations reports, and water quality sampling records and prepares various reports utilizing the computerized maintenance management and computerized process control/water quality systems.
- Design and conduct facility environmental compliance audits, in coordination with the Technical Shared Services staff and local staff. Assist each facility in resolving all deficiencies identified during the audit process.
- Lead company-wide programs aimed at optimizing water and wastewater system compliance and operations, such as the Partnership for Safe Drinking Water.
- Assist with operational troubleshooting and issue resolution of water and wastewater system process and performance issues.
- Participate in event management responses to support local facility staff in effectively responding to environmental compliance and operational incidents in real-time.
- Responsible for interfacing with local Environmental Compliance Specialists.
- Provide training, coaching, guidance, and direction, and provide feedback to assist in improving performance and development of staff.
- Participate in the American Water environmental compliance and water quality community, including periodic meetings and workshops.
- Contribute to the development of AW environmental compliance policies, procedures and practices.
- Monitor future environmental compliance regulations and changes, and ensure the company is prepared to comply.
- Management and oversight over the dual validation process as it relates to sample collection and sample reporting. This includes knowledge of the water and/or wastewater system, holding meetings to ensure the process is being followed and corrective action taken when necessary.
- Interactions with local, state & federal agencies. This includes leading the auditor site visit.
- Submit environmental reports to the appropriate regulatory agencies, i.e. Tier reporting, Audit finding updates, Spill Reports, Cradle to Grave reporting, SWPPP, SPCC Plan, etc.

- Implement, document, and provide training on the Company’s Health and Safety Policies as well as any applicable OSHA requirements.
- Manage auditing and ensuring compliance with facility’s Load Program, enter work orders into the CMMS utilization of and execution of the CATF program, as well as all site H&S plans.
- Observe, document, train and provide feedback to MSG and/or CSG staff and third-party vendors as well as contractors performing work at the facility.
- Lead all near miss and actual EH&S incidents and accidents analysis and corrective/preventative measures.
- Perform required H&S inspections, JSO’s and OBA’s.
- Routinely perform audits in EH&S areas of maintenance, water and wastewater facilities for regulatory and company policy compliance, prepare audit findings and ensure closure/corrective actions.
- Assist in the preparation of all permit applications, preparation of regulatory reports, provide monthly EH&S and Compliance reporting.
- Provide support, sample validation reports, Lab QA/QC documentation, and interact/reporting (as necessary) with regulatory agencies (approved by manager).
- Perform other duties as assigned.
Knowledge/Skills
- Ability to develop EH&S compliance programs and systems and explain and teach such systems to others.
- Ability to develop and describe a long-term vision for the company’s EH&S compliance activities.
- Ability to influence others, and build relationships with employees across diverse groups within not only the location, but supporting the EH&S team within MSG and/or CSG.
- Proactively and effectively drive change at each facility to address emerging EH&S issues and promote continuous improvement.
- Encourage the effective use of technology to improve facility operations and maintenance as well as capital improvement projects.
- Institutionalizes the concepts of continuous quality improvement activities, performance measures and benchmarking.
- Can clearly articulate complex issues both verbally and in writing to technical and non-technical people.
- Ability to plan and present environmental compliance and O&M training to employees.
- Ability to interact with colleagues, direct reports, governmental agencies, consultants, contractors, and the general public.
- Computer literacy. Competent in the use of word processing and spreadsheet programs, and computerized maintenance management systems and computerized process control software.
- Public speaking relative to teaching EH&S subjects a must.
- Extensive knowledge related to management and compliance of water and wastewater systems and processes.
- Broad working knowledge of Federal Clean Water Act, NPDES requirements, Safe Drinking Water Act, Clean Air Act, FAR requirements, OSHA, and other federal, state, and local regulations that affect MSG and/or CSG project operations.
- Broad working knowledge of all state specific environmental regulations and requirements for states in which the company operates.
- Broad working knowledge of all Federal OSHA regulations and requirements applicable for the location.
- Knowledge of company procedures, policies, and operations.
- Knowledge of quality control systems and compliance standards.
Experience/Education
- Minimum of 7 years’ experience in water/wastewater industry.
- Minimum of 4 years’ experience in water and wastewater industry compliance for Environmental, Health and Safety programs.
- Minimum of 2 years’ experience in the oversight and administration of quality compliance and control programs in the water/wastewater industry.
- At least 4 years supervisory experience.
- Industry related EH&S certifications, water and/or wastewater license an advantage.
- High School Diploma or GED required.
- Degree in sanitary, chemical, civil, electrical, environmental, or mechanical engineering, chemistry, biology or environmental science, business administration, health & safety or another related field preferred.
- Additional qualifying experience or training may be substituted for the degree on a year for year basis.
Certifications & Licenses
- Industry related EH&S certifications, water and/or wastewater license an advantage.
- Must possess a valid state driver’s license.
Work Environment
- 60% field; 40% office.
- In addition to American Water’s pre-employment screenings, this position requires the ability to pass a Department of Defense background check for access to the military installation.
Travel Requirements
- Minimal, based on business needs.
Other
Having an in-depth working knowledge of Hach-WIMS or a similar laboratory information management software program is preferred.
