Hourly Range for this position is: $28.00 - $34.00
The base salary range represents a good faith salary range for this position. This position is eligible for annual incentive pay and has the opportunity for continued salary growth. If you are hired at American Water your base salary compensation will be determined based on factors such as market, geography, skills, education and/or experience. Primary Role
- Coordinate the development and production of proposals for federal government contracts in the water and wastewater sector.
- Facilitate the development of all MSG federal government contract proposals, including the coordination of the multitude of activities and inputs that come from a cross-functional team that are required for the creation of federal contract proposals.
- Typical responsibilities will include the coordination and scheduling of technical due diligence, site visits and evaluation, face-to-face negotiations, preparation of negotiation messages and initial and revised proposals. Assisting with document control and QA/QC of documents used in the bidding process and creation of electronic or digital copies of documents as required by the Government.
- Ensuring all government proposal deadlines and administrative requirements are met. Interfaces with the Defense Logistics Agency or other federal government contracting agencies and Contracting Officers to transact routine coordination and receipt and acceptance of official notices and bid submissions.
- Responsible for performing advanced secretarial and administrative support to VP, Operations MSG. Schedules appointments, meetings, travel and assembling background materials.
- Provides confidential administrative support to VP, Operations MSG. Provides file organization and management.
- Maintain paper trail of critical information for employees and service providers including handling confidential matters. Ensures that all critical and sensitive information is relayed accurately and appropriately.
- Maintains documentation for travel expenses and prepares purchase card and cash expense reports.
- Other duties as assigned.
Key Accountabilities
- Coordination and scheduling of the federal proposal process for the submission of bids in response to requests for proposals for both Utility Privatization (UP) and other water/wastewater-related services Leadership.
- Organizing the cross functional team responsible for creation of bid inputs and tracking completion of action items and proposal inputs in accordance with government deadlines and submission dates.
- Take the lead on writing specific proposal elements as directed and proof-reading all proposal inputs from others. Makes high-level verbal, written and face to face contacts inside and outside the company.
- Lead end-to-end proposal preparation and submission, including initial proposals, negotiation messages, interim and final proposals, including copying, binding, transmission, and creation of electronic or digital versions of initial, interim, and final proposals.

- Working with the Director of Business Development to track Government schedules for issuance and submission of bids for both UP and non-UP solicitations.
- Working with Director of Business Development to coordinate, track and schedule Federal Policy activities, including conference attendance, meetings with Congressional staffers, and meetings with senior Government officials. Assisting with production of materials used in such activities, including power point and video presentations.

Experience/Education
- Minimum 5+ years of prior relevant experience
- Solid understanding of and experience with federal contract management, and proposal development activity and scheduling.
- Experience with preparing and tracking production of business proposals.
- Significant experience working in multi-functional teams

Work Environment
- This position operates on a 3/2 hybrid work model, requiring three (3) days in the office and offering two (2) days of remote work weekly.
- In addition to American Water’s pre-employment screenings, this position requires the ability to pass a Department of Defense background check for access to the military installation.
- Must possess a valid, active state driver’s license and the ability to pass a motor vehicle background check.
