Primary Role

Responsible for the Regulatory Tax Department, defining and integrating tax strategies that align with the company's overall financial objectives. This role involves leading the department’s analysis and operations, providing expert witness testimony in regulatory proceedings, and collaborating with Senior Management and other leaders across the organization to ensure alignment between tax strategies and business goals. Additionally, this role involves guiding the tax reporting and compliance teams, ensuring the company’s regulatory tax affairs are effectively managed in support of broader corporate objectives.

Key Accountabilities

  • Manage the performance of department staff, including interviewing, onboarding, conducting performance reviews, providing coaching and counseling, and supporting career development to drive continuous improvement in employee performance.
  • Lead departmental efforts to research and interpret tax law, develop and implement corporate tax strategies, policies, and standard operating procedures to ensure ongoing compliance, manage risk exposure, optimize tax benefits, and minimize overall tax liability.
  • Assist in preparing written testimony for rate case proceedings and other regulatory filings across the company.
  • Provide rate case support and accounting considerations for the company and its subsidiaries, excluding payroll taxes.
  • Prepare and review data requests related to rate cases and rate filings.
  • Support tax accounting considerations and rate-making implications related to mergers, acquisitions, and other business initiatives, with a primary focus on regulatory impacts.
  • Assist with tax compliance, tax accounting, and special projects as assigned. 

Knowledge/Skills

  • Demonstrated success in working within a highly matrixed organization, with the ability to navigate complex structures and collaborate across departments.
  • Proven ability to manage competing priorities and work under pressure, especially during tax filing seasons and in response to business demands.
  • Skilled in developing and implementing "Best Practice" processes to ensure maximum efficiency, accuracy, and compliance within the tax function.
  • Strong written and oral communication skills, with the ability to interact effectively with internal stakeholders, management, and external professionals.
  • Excellent analytical, systemic, and problem-solving skills, including experience leading project teams or working independently to solve complex issues.
  • Strong interpersonal skills, with a focus on initiative, knowledge sharing, team-building, and effective decision-making.
  • Experience with SAP, PowerPlant, Hyperion, SharePoint, and tax compliance software is highly desirable.
  • Solid understanding of tax compliance, particularly in accounting for income taxes (ASC 740) and Sarbanes-Oxley (SOX) requirements.
  • Experience in the utility industry with knowledge of regulatory accounting principles is preferred.

Experience/Education

  • Bachelor's Degree in Accounting required. 
  • CPA or advanced degree preferred. 
  • Certifications & Licenses: CPA preferred. 
  • Minimum seven (7) years; four (4) years or more supervisory experience preferred. 
  • Prior public accounting, tax, corporate, multi-subsidiary company, and/or Utility experience a strong preference
