Job Title:  Construction Project Manager

Primary Role

The Construction Project Manager is responsible for various construction management activities and tasks related to the Company’s capital investment projects that are led by the engineering function.

This position will manage and oversee the construction of multiple small to medium size capital investment projects relating to various aspects of the business. The importance of these assignments has a significant impact to company objectives related to production, networks, and/or other water resource or operations systems.

The Project Manager, Construction will serve as the primary point of contact and manager to both internal team members and external stakeholders for all matters related to the construction of assigned capital projects.

Key Accountabilities

  • Manage the construction of multiple small to medium size capital investment projects and perform varied engineering assignments associated with capital investment construction. This includes the management of construction phase tasks including safety evaluations and reporting, construction management, field inspection, testing, commission and closeout.
  • Support project delivery/construction efforts through interpreting and determining asset and operational requirements,  provide technical supporting during construction and commissioning.
  • Perform field supervision of construction contractors to ensure projects are constructed in accordance with contractual and safety requirements and applicable standards. Serve as the on-site liaison between the engineering organization and construction contractors to resolve questions related to the engineering of assigned projects.
  • Collects accurate GPS field data and prepares detailed as-built drawings to document completed construction work and ensure project records remain current and compliant. Complete worksite safety evaluations and correct observed safety deficiencies.
  • Perform reviews of project designs in the field to verify constructability.
  • Coordinate with Water Company operations personnel on all construction activities impacting Water Company operations.
  • Coordinate with property owners and customers regarding service and access impacts during construction.
  • Maintain strong relationships and communication with stakeholders impacted by capital construction projects. Answers questions regarding construction of projects. Works with local agencies to establish restoration requirements.
  • Coordinate final testing and commissioning of installed infrastructure. Reviews final red-line drawings and other construction documentation provided by contractors. Maintain 
  • project records in accordance with company procedures.
  • Perform final project closeout and complete all project “as-built” requirements in accordance with company procedures.   

Knowledge/Skills

  • Demonstrated knowledge regarding construction practices, water and wastewater facilities, and utility operations.
  • Familiarity with regulatory requirements (safety, environmental), industry standards, and trends impacting the water industry.
  • Strong construction management and communication skills
  • Effective problem solving
  • Strong field construction experience
  • Ability to manage and influence consultants, contractors, and subcontractors
  • Strong attention to detail
  • Effective verbal and written communication skills. Ability to effectively communicate with internal and external project stakeholders with various backgrounds
  • Strong interpersonal skills (e.g., tact/diplomacy, persuasion, cooperation, leadership, ability to motivate others)
  • Understanding construction project schedules, sequencing and execution
  • Understanding of water and wastewater construction standards, materials, equipment, safety regulations and installation procedures.

Experience/Education

  • Bachelor’s degree in related field. Relevant work experience in related field in lieu of degree will be considered
  • With a Bachelor’s degree, 4+ years’ experience in construction inspection or supervision related to water and/or wastewater utility projects
  • Without a Bachelor’s degree, 10+ years’ experience in construction inspection or supervision related to water and/or wastewater utility projects

Certifications & Licenses

  • Valid Driver’s License (required)
  • Construction Management or Project Management Professional (PMP) preferred.

Travel Requirements

Up to 10%, as required
